Stadium bans

The KNVB can impose a national stadium ban based on a report from the Public Prosecution Service, a professional football organization and/or ourselves. This can be done based on our Standard Terms and Conditions or based on the powers of attorney given to us by the clubs.

KNVB Standard Terms and Conditions

Anyone who purchases an access or season ticket agrees to the KNVB Standard Terms and Conditions and is therefore obligated to comply with these conditions. If a violation occurs, the KNVB will impose a national stadium ban. A national stadium ban is imposed based on the Standard Terms and Conditions when a person, who possesses an access or season ticket, commits a football-related offense on a match day, inside or in the immediate vicinity of the stadium.

This stadium ban is then in effect in and around a stadium, including associated buildings and premises, as well as entrances and/or access roads. The stadium ban is in effect before, during, and after a football match or event held at the location where the football match or event takes place and in which a club or representative team of the KNVB participates.

Power of Attorney

Individuals who are not subject to the Standard Terms and Conditions and who engage in football-related misconduct can be subject to a stadium ban based on the relevant power of attorney. The clubs have granted the KNVB power of attorney for such situations. This gives us the right to impose a national stadium ban on individuals with whom the KNVB has no contractual relationship.

The scope of the stadium ban based on power of attorney is in effect in the stadium before, during, and after a football match or event in which a club or representative team of the KNVB participates.

Setting off fireworks is one of the offences that may lead to a banning order.

Duration and costs of a stadium ban

The duration of a stadium ban is determined based on the Guideline for the duration of a stadium ban. If we impose a stadium ban of at least twelve months based on the standard terms and conditions, we will also impose a fine:

  • For individuals between the ages of 12 and 16, the fine is €100.
  • For individuals between the ages of 16 and 18, the fine is €250.
  • For individuals 18 years and older, the fine is €450.

No fine is imposed for a stadium ban based on power of attorney.

Ignoring a stadium ban

A person who has a stadium ban and still enters and/or stays in or around a stadium risks a second (possibly longer) stadium ban and a new (higher) fine. In addition, a person who violates their stadium ban may also be subject to criminal prosecution and receive a prison sentence of six months.

If a stadium ban is violated for the first time, a fine of €900 will be imposed. For the second violation, the fine is €1500, and for the third and each subsequent violation, a fine of €2000 will be imposed.

Appealing the decision

A person who has been subject to a stadium ban and/or fine can appeal the decision to the Committee for Stadium Bans. This committee must receive an appeal within 14 days after the date on which the bailiff's notice was served to the person in question. An appeal received late will be considered inadmissible. In that case, the Committee for Stadium Bans will not consider the appeal.

Handling the appeal The Committee for Stadium Bans will process a timely received appeal within 30 days of receipt and notify the person in question of the decision in writing. This deadline can be extended by 30 days once. The Committee for Stadium Bans will communicate this extension in writing to the person in question. These deadlines do not apply if the person in question requests a postponement.

The appeal does not have a suspensive effect, meaning that the stadium ban imposed by us remains in effect during the appeal process. The Committee for Stadium Bans can confirm, revoke, or amend the decision to impose a stadium ban and/or fine.
